A short story is just a snapshot in time. Keep it to two or three characters at most and you might want to try jumping into the story just at the most exciting point. For example if you are writing a ghost story set in a haunted house; instead of a long slow lead up to the haunted house try starting at the point the character spins around because they glimpse a shadow behind them.
